Sharing of professional knowledge on dangerous goods transportation issues between Russia and the five Central Asian countries

With the gradual promotion of the Belt and Road Initiative, there has been increasing exchange between China, Russia, and the five Central Asian countries, and many companies have begun targeting the Central Asian market for their business. However, the China-Europe freight trains and domestic railways are not capable of handling dangerous goods. How to transport dangerous chemical goods to Russia, Uzbekistan, Tajikistan, Kyrgyzstan, and other places has become a pain point for many dangerous goods exporters.
For this professional organization, we designed a smooth shipment of goods through transshipment via Russia, as Russian Railways allows the transportation of dangerous chemicals by rail. We handled the customs transfer and transportation through sea-rail combined transportation. Now, I would like to share our experience with you.
The specific process is as follows:

Shanghai's large ships arrive at the ports of Vostochny or Vladivostok in Russia's Far East, and then proceed to the railway yard of an inland city via a second-leg transfer.
Provide the document
1. An MSDS in Russian is absolutely necessary. Please note, it's not English, as it's said that many Russians can't read English, they only understand Russian!
2. It is best to translate the dangerous goods certificate into Russian, as sometimes when the goods arrive in Russia, they are easily inspected by local port authorities, maritime agencies, or customs agencies, and it is necessary to provide Russian customs declaration documents, dangerous goods certificates, and other relevant documents!
3. Obtain accurate contact information and address of the consignee, as before the second leg of the shipment at the Far East dock, both the shipping company and the second-leg railway will contact the consignee to confirm whether there is someone to receive the goods and whether the address and contact information are correct. Only after confirmation of completeness and accuracy will transportation be arranged.
4. Some product names require Russian registration certificates. Please confirm whether this is necessary when booking the shipping space
5. Photos of the goods' packaging
Does the above document confirm whether it is possible to handle the transfer of customs and undertake transportation
Operation process:
After confirming that we can undertake the task, we will arrange for booking the shipping space → provide an accurate commission order → book the shipping space and release the number → load and pack the goods (with American-style reinforcement according to the packing requirements) → declare and clear the dangerous goods → load the ship and start the sea transportation → arrive at VVO and wait for shipper's telex release (note here that without telex release, it is impossible to arrange for customs transit and loading onto the railway; after telex release, the ownership of the goods will be transferred) → after telex release, handle customs transit at VVO/VYP → customs clearance → wait for the flatbed truck → arrive at the destination by railway transportation.
Regarding the reinforcement of dangerous goods:
It must be reinforced in the American style. The attachments include a diagram of the English version of the requirements for reinforcing dangerous goods. Reinforcement should be carried out as per the requirements as much as possible. Here is a general summary of the important points:
1. Wooden boards are laid all around the container to prevent the goods from directly contacting the container walls
2. The goods must have a shipping mark and be oriented towards the container door to facilitate inspection and reduce unstuffing costs
3. The goods must be palletized and wrapped with plastic film, and the weight of each individual piece of cargo cannot exceed 1.5 tons
4. The cargo is evenly distributed within the container to prevent uneven loading
After packing is completed, place wooden boards at the door to expose the hazard sign. Attach wooden fencing to the door, and tie up the outside with packing tape

Notes:
1. The customs transfer documents provided must be accurate
2. Be sure to pay attention to the reinforcement issue and the photography issue

4. The method of signing the bill must be by telex release
After telex release, the ownership of the goods is transferred. Please pay attention to collecting payment for the goods
6. After arriving at the destination station, pick up the goods as soon as possible. 10-day container use
7. Kazakhstan requires transportation in pairs, while Uzbekistan allows transportation individually. Inland Russia allows transportation individually.
