VII. Safety management
1. A system for inspecting and maintaining facilities, equipment, and utensils, as well as operational systems for daily warehouse operations and control indicators, should be established.
2. An emergency response linkage mechanism should be established with the community and surrounding enterprises and institutions.
3. A risk assessment system should be established and regular risk assessments should be conducted.
4. An emergency response procedure covering all employees should be established, and an emergency plan for hazardous chemical accidents should be prepared. Drills should be conducted at least once every six months.
5. Warehouses and workplaces storing hazardous chemicals should be equipped with clear safety signs and comply with the provisions of GB2894 and AQ 3047.
6. Smoking and the use of open flames are strictly prohibited within the storage area.
7. Personnel entering the reservoir area should be registered and informed of safety precautions.
8. Vehicles entering the reservoir area should be registered and managed, and fire prevention measures should be taken.
9. The emergency rescue supplies equipped in hazardous chemical warehouses should comply with the requirements of GB30077.
Before conducting storage operations for hazardous chemicals, the warehouse should be ventilated first.
When entering warehouses storing explosives and other hazardous chemicals sensitive to static electricity and sparks, one should wear anti-static work clothing and avoid wearing spiked shoes. Before entering the warehouse, one should eliminate static electricity from their body. Additionally, one should use communication tools with explosion-proof functions and avoid using work machines and tools that are prone to generating static electricity and sparks.
12. Opening barrels, repackaging, and modification operations are prohibited in the storage warehouse.
13. Loading and unloading operations should not be carried out in severe weather conditions.
VIII. Personnel and Training
1. A comprehensive training system should be established for all employees, providing training on regulations, standards, job skills, safety, personal protection, emergency response, etc. Only those who pass the relevant examinations are allowed to take up their positions. For positions requiring qualifications, personnel with the corresponding qualifications obtained in accordance with the law should be assigned.
2. The personnel managing hazardous chemical warehouses should possess safety knowledge and management capabilities relevant to the scope of hazardous chemical storage management.
3. Employees working in hazardous chemical warehouses should be able to understand the contents of chemical safety technical instructions, grasp risk prevention measures, and master job operation skills.
