The new Production Safety Law will be implemented on September 1, 2021

The concept of "safe production" generally refers to the harmonious operation of people, machines, materials, environment, and methods in social production activities, ensuring that various potential accident risks and harmful factors in the production process are always under effective control, and effectively protecting the life safety and physical health of workers. In other words, it encompasses all actions aimed at ensuring that the labor process is carried out under material conditions and work order that meet safety requirements, preventing production accidents such as personal injury, property loss, and eliminating or controlling hazardous and harmful factors, thereby safeguarding the safety and health of workers, preventing equipment and facilities from damage, and protecting the environment from destruction. 

The basic policy for safety production management established in the "Production Safety Law of the People's Republic of China" is "safety first, prevention foremost, and comprehensive management". 
It is required that the "people-oriented" principle must be adhered to during the production process. In the relationship between production and safety, safety must be prioritized and placed in the first position. Hazard sources must be analyzed in advance, and dangerous and harmful factors must be predicted and evaluated. The patterns and changes of hazards must be mastered, and corresponding preventive measures must be taken to eliminate hazards and potential safety hazards in their infancy. 
    The safety production responsibility system is a system established based on China's safety production policy of "safety first, prevention first, comprehensive management" and safety production regulations, where leaders at all levels, functional departments, engineering and technical personnel, and on-the-job operators are responsible for safety production at each level during the labor production process. The safety production responsibility system is a component of the enterprise post responsibility system, the most basic safety system in the enterprise, and the core of the enterprise's safety production and labor protection management system.
